Of the 15 member states on the Security Council, 11 were in support, whilst 3 abstained from voting. The draft resolution failed due to Russia's veto.

NATO – Secretary General Jens Stoltenberg condemned the attack and called it a "grave breach of international law"

President Biden released a statement late Wednesday saying that Russian President Vladimir Putin launched a "premeditated war" against Ukraine.
